HARLINGEN – Harlingen has been ranked No. 1 on the Council for Community and Economic Research’s second quarter 2012 list of the least expensive urban areas to live. Harlingen’s cost of living index was 18 percent below the national average. Below is a list of the top ten least expensive cities.
