ECTOR COUNTY - The Ector County Independent School District (ECISD) board approved a $211 million budget for 2013-14. The budget is up 7.9 percent or about $15 million from last year’s version of $197 million.

The board designated $3.25 million from the general fund to invest into a four-story, $27 million apartment complex in downtown Odessa near Medical Center Hospital (MCH).

The Odessa Housing Finance Corporation (OHFC) would own the property — which would not collect property taxes because OHFC is tax exempt — while MCH is leasing the land and parking areas.

ECISD would have a ten-year investment into the property that would guarantee at least 75 units of the 234-unit apartment complex.

The proposed site is bordered by Golder Ave. and Alleghany Ave. and Second and Third streets. Rent would range from $632 per month for a 486-sf studio, to $842 for 648-sf one-bedroom, to $1,126 for a 905-sf two-bedroom, to $1,581 for 1,160-sf three-bedroom.
