If you drive to San Antonio, you pass a few small towns. One of those is Encinal. From the highway you may notice a unique set of apartments. They are expected to be completed by August of 2013 and are made out of railroad cars. They will rent for $800-$1,000 a month.

"We just came from Uvalde to sign a loan that we’re going to build a new city hall." Mayor Sylvano Sanchez said.
The mayor said this is everything he’s always wanted. He predicts the growth spurt will occur after that.
Four to five thousand people come through the small town each day. The population is a fraction of that with roughly 600 people in the city limits.
If you count the detention center and Louis Energy, it is closer to 2,000 people.
Some residents of the sleepy town do not welcome the impending growth. But businesses are jumping at the chance to move in.
