​​CONROE – ​​The city council has approved the creation of three municipal utility districts ​for the Keystone Development off SH 242. 

The 3,074-acre project will have more than 12,000 homes on 50- and 60-ft wide lots. Prices will range from $250,000 to $350,000.

Land is set aside for commercial development and a multifamily project. 

Phase 1 breaks​ ground in 2021.
