​​​​AUSTIN – The Center for Alternative Finance and Procurement's (CAP) website can assist cities and counties with identification, procurement, delivery, and operations of P3 public infrastructure projects. P3 stands for public-private partnership.

"We are available to help cities or counties think through their capital improvement plan review document and will assist in guiding them through a project or series of projects using the public-private partnership process," said Samuel Franco, director of CAP, which is part of the Texas Facilities Commission.

The website includes a high-level project-screening form users can fill out and submit.

"If they have a project that they would like for us to review, fill out that form and send it to us. That is how we can begin the conversation," Franco said.​
