Cinemark plans to build a new ten-screen theater at the southwest corner of US 380 and the Dallas North Tollway.

The theater includes an outdoor movie screen with a sloped viewing lawn.

The commission approved the site plan for the theater and two commercial buildings.

The commission also approved a rezoning request for Tower at the Rail, a mixed-use development planned for the southwest corner of Elm St. and Seventh St.

The development will encompass a two-story building in which the bottom floor will have retail shops and the top floor will have restaurants.

There will also be eight luxury townhouses that will surround the building and share an open space.
