The 50-acre Mustang Square development is proposed for a vacant tract at SH 121 and Rasor Blvd., east of Preston Rd.
The project would have an almost $2 billion economic impact, and will have more than a dozen buildings on the south side of SH 121.
Construction on the first phase of 448 apartments is planned to start next year.
Mustang Square is also planned for two office buildings with more than 100,000 sf, three hotels and four retail buildings with more than 68,000 sf.
A 172-unit seniors housing complex and 75 townhomes are also included, with a landscaped creek greenbelt runs through the middle of the project.
