The property is between I-10 and Memorial Dr., bordering Terry Hershey Park.
PM Realty plans to combine up to 800 residential units with five office buildings totaling 2.6 million sf, two full-service hotels and 100,000 sf of retail space. The buildings will range from 14 to 16 stories. A public square is also planned.
The first phase is slated for completion by early 2018.
